Born in Hebron in 1948; received a BA in Economics and Business from Beirut Arab University, Lebanon, in 1973; worked as manager of financial affairs at the Higher Islamic Council, Jerusalem, from 1977-83, then as Director of financial affairs from 1983-87; since 1978, also Board of Trustees member of the Higher Islamic Council; member (since 1978) and Pres. (since 1991) of the Hebron University Graduates Union; Dir.-Gen. of the Industrial Islamic Orphanage of Jerusalem since 1989; member of the Higher Elections Council in 1997; Deputy Minister of the Interior from Aug. 1998 (until reshuffle in June 2002).
