EUGENE MAKHLOUF

Born in Haifa on 28 April 1932 to a Christian family; educated at the Frères College in Haifa and Jerusalem; had to leave Palestine with his family after the War of 1948; received a Diploma in Dental and Oral Surgery from the French Faculty of Medicine in Beirut in 1958; founded the first association of Palestinian students at the French University of Beirut in 1953; opened a private clinic in Beirut and worked as a dentist from 1959-61; then worked in the Ministry of Health in Kuwait from 1961-67; returned and again opened a private clinic in Beirut from 1967-82; was founder and head of a team to collect and assess Palestinian high-level man-power; member of the 5th of June Society in Beirut in 1968 (later known as the Lebanese Information Society on Palestine); founding member of the World Christians for Palestine; one of the founders of the Palestinian Red Crescent Society in 1968 and Pres. of its Administrative Council (until 2002); also served as Pres. of its General Congress from 1970-2002; was appointed as liaison officer between the ICRC and the PLO and the Palestinian Red Crescent Society in 1970; organized the first leg of a peaceful march from Beirut towards the Lebanese frontiers with Palestine in 1973; helped in creating the Lebanese high-level manpower in the Lebanese Planning Center in 1974; took a special course in International Law and Diplomacy at the AUB in 1976; became Pres. of the General Congress of the Palestinian Doctors’ Union for several sessions; was given the task of heading the health services in Western Beirut during the Israeli invasion of Lebanon in 1982; made several conference tours in Europe, in association with the World Council of Churches (WCC) during 1982-83; carried letters of positions from Pres. Yasser Arafat to 10 heads of states, prior to the NAM meeting in New Delhi in 1983; was sent to Sweden to prepare the first European Visit of Pres. Arafat in 1983; appointed as PLO representative to Sweden, Norway, Denmark, Ireland and Iceland in 1983 and as PLO representative to the WCC in Geneva.
