Born in Hebron on 13 April 1934; educated in Cairo; joined the Faculty of Agriculture at the University of Cairo, graduating with a BA and an MA; school teacher at UNRWA in Jerusalem and Ramallah; worked as agricultural engineer in the West Bank; was elected mayor of Hebron in 1976; called on the Palestinian population to boycott the settlers in Hebron in the 1979-80; was deported to Jordan by Israel on 2 May 1980 following the killing of Jewish settlers in Beit Hadassah, a Jewish enclave in Hebron (remembered as the ‘Dabbouya Operation’); was briefly allowed to return to appeal the expulsion order, but it was upheld by the Israeli Supreme Court; appointed independent PLO Exec. Committee member in 1984 and Director of OPT Affairs at the PLO; was assassinated in Amman on 29 Dec. 1984 (initially Black September claimed responsibility; a PLO investigation later showed that dissident Fateh guerilla leader Abu Khaled Al-Amleh was responsible).
