Born in Abassan Al-Jadida, Gaza, on 1 Nov. 1932; received his Matriculation Degree in 1948; went to Cairo and attended Helwan High School, graduating in 1949; then studied Law at Cairo University, graduating with a License of Law in 1954; returned to Gaza and worked as Deputy Attorney General, then as head of the General Prosecution (until 1956), and Director of the Legal Dept. (until 1958); also served as Judge at the Magistrate Courts of Gaza and Khan Younis; then worked as Legal Advisor in Kuwait from 1958-63 and for the Government of Qatar from 1965-68; returned to Gaza and became Judge of the First Instant Court (1972) and Judge of the Supreme Court (1976); continued working as a legal expert to the Government of Qatar from 1972-94; also served as Judge of Appeal Court and Head of Criminal Court in the UAE; was a member of the Board of Directors of the Arab Center for Legal and Judicial Researches at the Arab League; has been involved in the drafting and reviewing of various laws, legal memos, researches, international agreements, and international and local contracts throughout his career; has headed several groups and committees at international conferences on the “Law of Sea”; has authored numerous articles and legal researches as well as a number of books, incl. New International Law of the Sea (1983), and International Convention and Third Conference on the Law of the Sea (1998); became PA Min. of Justice as part of the cabinet reshuffle in June 2002 (until the next reshuffle in Oct. 2002); head of Diwan Al-Fatwah Wa Al-Tashri’e (Council for Legal Advisory and Legislation based at the Prime Ministry); also serves as Dir.-Gen. of the Legal Development Project in Palestine and as Chief Editor of  the Law and Judiciary Journal.
