Born in Jerusalem in 1923; studied law in Egypt; returned and worked as a lawyer in Gaza; became Chairman of the Palestinian Lawyer’s Association in 1959; is a independent member of the PLO Exec. Committee since 1966; was one of the main PLO contacts with Warsaw Pact countries in the 1970s; served as the PLO’s former representative in Cairo and was its official delegate to the Arab League; was the Sec.-Gen. of the PLO Exec. Committee from 1987; considered a close aid of PLO Chairman Yasser Arafat; played an instrumental role in passing the Algiers Declaration at the 19th PNC in Nov. 1988; left his post in the PLO Exec. Committee in April 1996 due to his opposition to the Oslo process and to amending the Palestinian Charter before Israel gives reciprocal recognition of Palestinian rights (was replaced by Mahmoud Abbas in May that year).
