Born in Jabalia Refugee Camp, Gaza, in 1955 to a refugee family from Hiribya; attended Ramallah Teacher College and graduated with a diploma in Teaching; studied Medicine at the University of Bulgaria; worked as a surgeon for ten years; was a member of the PFLP; was repeatedly imprisoned by Israel for political activism; was elected to the PLC (independent) for the Jabalia district in the Jan. 1996 elections; served as Chair of the PLC Committee on Human Rights and Public Freedoms in 1999; is member of numerous charitable organizations and committees, incl. the Higher Intifada Committee; was appointed PA Minister of Health in April 2003, serving briefly until the cabinet reshuffle in Oct. 2003; member of the PLO Central Council; serves as Chairman of the Board of the Al-Mezan Center for Human Rights in Gaza; Board of Trustees member of Al-Aqsa University, Gaza; ran unsuccessfully in the 2006 PLC elections (Independent, Jabalia district).
