Born in Bethany, Jerusalem, in 1899; was the first to establish a local elected council in Jericho and served as its head from 1934; founded the Palestinian Agricultural Industrial Chamber of Commerce and served as its first Chairman (until his death in 1969); was a member in the Arab Chambers of Commerce; helped develop the agricultural sector and contributed in adding new technological methods; worked on opening new channels for exporting agricultural products to Arab countries like Jordan, Saudi Arabia, Qatar, Bahrain, Iran and others; one of the founders of the PLO in 1964; his son Jamil Sabri Khalaf later also became mayor of Jericho; died in 1969
