Born in Jerusalem on 20 Feb. 1924 to an Orthodox Christian family; graduated from the Terra Sancta College in Jerusalem in 1942; worked in the British Army Civil Service in Jerusalem in 1947 and attended the Jerusalem Law School; worked in the field of tourism in 1950; worked as a manager of a travel agency in Istanbul from 1960-63; joined the PLO in 1965; was Attaché at the Arab League office in Brazil in 1966; served as member of the PLO Political Dept. from 1968-70; held the post of head of the Arab League office in Madrid from 1971-74; served as member of the PLO to the UN in 1974 and as head of the PLO observer mission to the UN in 1975; was permitted by the US State Dept. to attend the May 1979 Christian Conference on the Palestine Question in La Grange, Illinois, US, but only on condition that he not address the assembly; was repeatedly prevented by the State Dept. to travel within the US to attend meetings and debates on the grounds that his appearance would hurt the US policy not to recognize the PLO at the time; for the same reason, US Amb. to the UN, Andrew Young, was forced to resign in 1979 after it was revealed that he met with him informally; became advisor on UN and International Organizations Affairs at the PLO office in Tunis in 1991 and advisor to the PLO Political Dept. in 1994; has been critical of Oslo from its outset; attended the Dec. 1994 Refugee Working Group in Antalya, Turkey, on behalf of the PLO; served as independent member of the PLO Central Council; retired on 30 Oct. 2005; died on 1 March 2006 in Amman.
