Born in Hebron in 1923; Palestinian cleric; attended Al-Ibrahimiyeh and Al-Hussein Ben Ali Schools; then was educated at Al-Azhar University in Cairo; founding member of The ‘Qiyadah’ Leadership of Hizb At-Tahrir; assumed the position of Emir (worldwide leader) of the Hizb in 1977 after the death of Sheikh Taqi Nabahani; Professor at Al-Azhar University in Cairo; was author of a leaflet entitled ‘The Islamic Rule on Hijacking Aeroplanes,’ which was distributed in April 1988 in the Arabic language Al-Fajr journal in London, and argued that the hijacking of planes was forbidden in Islamic law unless the plane contained Israelis or Jews, in which case there was an obligation to hijack the plane and kill the Jews; issued a religious Fatwa permitting the joining of charitable and non-governmental organizations, which led to disputes within his party; remained leader of Hizb At-Tahrir until his until his death in 2003; published some of his radical ideas in books like Money in the Khilafa State (Beirut, 1983) and How the Khilafa was Destroyed .
