Born in Bashit, near Ramleh, in 1939; became refugee with his family during the 1948 Nakba; joined Fateh at an early age; was arrested by Israel on 25 Sept. 1967 on his way by bus from Jerusalem to Gaza and sentenced for 15 years with hard labor on charges of carrying explosives; was jailed in different prisons from 1967-82, many times in isolation cells; soon after his release in 1982 was placed under house arrest and subject to a town restriction order; received an order stipulating his deportation to Dahaniya, Sinai, in May 1983, and appealed unsuccessfully to the Israeli High Court; was expelled from Gaza to Lebanon in Feb. 1985; moved from there to Amman; then joined the PLO in Tunis; was opposed to the Oslo Accords and criticized Arafat harshly; nevertheless returned to Gaza and joined the process; was elected PLC member (Fateh) for the Rafah district in the Jan. 1996 elections; was appointed PA Minister of Supplies in 1996 and in the subsequent cabinets of Aug. 1998, June 2002 and Oct. 2002 (until the reshuffle of April 2003); served as Fateh representative to the Palestinian inter-factional talks in 2002; was a member (Supplies) of the reduced PA cabinet of June 2002 and the cabinet of 29 Oct. 2002; his house was razed by Israeli forces in Feb. 2004; was member of the committee that was assigned by the PLC to prepare a report on recommendation how to form a new Palestinian government in 2004; member of the Fateh Revolutionary Council.
