Born in Khan Younis on 14 July 1958; received a BSc in Civil Engineering from Ein Shams University, Cairo, in 1982; worked as Civil Engineer/Project Manager in contracting and consulting firms in Abu Dhabi, UAE, from 1982-85; continued his studies and received an MSc (1986) and a PhD (1989) in Civil Engineering from Queen’s University, Belfast, in 1986 and 1989; also worked as Research Assistant at the Civil Engineering Dept. from 1986-89 and as Post-doctoral Research Fellow and P/T Lecturer (from 1989-92); then became lecturer in the Civil Engineering Dept. of the, University of Abertay, Dundee from 1992-94; worked briefly as PECDAR (Feb.-Sept. 1994) as an Institutional Building Advisor/Deputy Head of the Projects Monitoring Office (PMO), then took up a post of Senior Lecturer in the Civil Engineering Dept. of the University of Strathclyde, Glasgow, from 1994-95; returned to Palestine and became Assistant Deputy Minister in the MOPIC from 1995-2003, also headed the development planning process in Palestine and initiated, among others, the Palestinian Development Plan (PDP), also playing a major role in its successful institutionalization within the PA and the donor community; serves as Pres. of the PA Seaports Authority since 1999; was appointed Acting Governor of Palestine in the Islamic Bank for Development, in Jeddah, Saudi Arabia, in 2002; serves as Deputy Minister of the PA Ministry of Transport since 2004; is a member in the Higher Committee of the Final Status Negotiations on Borders; is member of various committees, incl. the Industrial Zones Steering Committee, the Palestinian-Israeli Negotiation Steering Committee on the Interim Issues, head of the Palestinian-Israeli Negotiation Committee on the Seaport and Disengagement Technical Committees; has acted as advisor on various national and international investment projects/programs for the Palestinian Investment Fund; was awarded a prize by the Ruler of Sharjah, Sheikh Sultan Al-Qasimi, in 2002 for the best research paper in the field of planning; has authored significant parts of the PA’s national planning documents; publications include Development Strategy in Palestine (1996); Israeli Aggression and Palestinian Gains (2002), and Dimensions of the Arab-Israeli Struggle: Demographic Challenges (in print); has authored and co-authored over 100 technical research papers in various fields related to Engineering and Development.
