Born in Hebron in 1947; attended University of Cairo in Egypt, and received his BA in Administrative and Financial Sciences in 1969; founded “Al-Osaily Trading and Contracting Company”, and participated in the establishment of several national institutions, and served as a member of its bodies; elected as a member of the “National list”, elected member of Hebron Municipal Council at the age of 29 and was the youngest member of the municipal council in 1976; served as deputy mayor; participated in the establishment of several national companies, headed by the Palestinian Communications Group, which participated in its Board of Directors for several years, the Abec Group, where he is still Deputy Chairman of its Board of Directors, and many other companies such as NAPCO; participated in several sessions of the Palestinian National Council, President Mahmoud Abbas appointed him mayor of Hebron in April 2006.
