Born in Jerusalem man of law and the judiciary; worked in the Court of Appeal and the Higher Court of Justice; occupied various posts under the Ottomans; was forced to retire from the Judiciary during WWII, at the end of which he left Beirut and returned to Palestine; was appointed by the British to replace the exiled mayor Hussein Fakhri Al-Khalidi as head of the Jerusalem Municipal Council on 1 Oct. 1938; remained mayor of Jerusalem until his death on 24 Aug. 1944.
