Born in Nablus on 23 Sept. 1938; graduated from An-Najah College in 1956; enrolled to study Economics and Political Science at Baghdad University in Iraq 1958 but was deported the same year in the course of the military coup d’état that overthrew the monarchy in Iraq; was involved in the ANM; moved to Egypt and studied Economics and Political Science at Alexandria University, graduating with a BA in 1966; was member of GUPS in Cairo and served as its Chairman at Alexandria University from 1959-62; was elected member of the GUPS Exec. Committee until 1969; member of the PLO and appointed head of its Popular Tanzim Dept. in Cairo until 1970; worked in the PLO Political Dept. from 1970-88; was appointed first Palestinian representative in Cairo from 1988-94; served as Assistant Sec.-Gen. of the Arab League, with responsibility for Palestine Affairs, from 1994-2005.
