Born in Bani Nai’m, Hebron, in 1943; studied in Syria, then in Germany, receiving an MA in Economics from Frankfurt University in 1972; worked as lecturer in Economics, then joined the PLO in Tunisia; member of Fateh and its Revolutionary Council; PNC member; holds the military rank of General; returned to the OPT in 1996 and was appointed the PA’s Governor of Jenin; appointed head of the Preventive Security Forces in the West Bank in July 2002; was appointed PA governor of Bethlehem in 2003; involved in negotiating and promoting the Geneva initiative and among the signatories of the Geneva Accords in Dec. 2003.
